Regents to Consider Bond Issue for $58.3 Million of Campus Facility Upgrades

CAPE GIRARDEAU, Mo., Dec. 7, 2010 – The Southeast Missouri State University Board of Regents will consider a resolution to issue bonds for $58.3 million of campus facility renovations and repair projects and a phased in $5 per credit hour maintenance and repair general fee increase to fund debt service payments on the bonds when it meets at 1p.m. Dec. 8 at the University Center Ballroom.

To be considered is a resolution for Educational Facilities Revenue Bonds, Series 2010A and Taxable Educational Facilities Revenue Bonds, Series 2010B to be issued through the Missouri Health and Educational Facilities Authority (MOHEFA). 

The Regents also will consider approving recommended policy revisions to the Faculty Handbook and several academic program changes.

In addition, the Board will consider accepting the annual audits for the year ending June 30, 2010 from Rubin Brown, including the annual financial report, and the System Facilities Financial Report, which are unqualified opinions, and A-133Single Audit Report on the Schedule of Expenditures of Federal Awards, which identified no instances of noncompliance with Federal guidelines.

The Board will consider several consent items, including conferring of degrees for the 2010 summer session and fall 2010 commencement; reappointing Thomas Swayne Byrd and appointing Dr. Ronald Rosati to replace Kathy Mangels on the River Campus Board of Managers; and reappointing Mangels to the Show Me Center Board of Managers.

The Regents will hear the President’s Report which will include reports from Student Government President Katie Herring, and Faculty Senate Chair Dr. Sophia Scott; reports on the NCAA Independent Auditor’s Report on Agreed Upon Procedures and Global Entrepreneurship Week; and a progress report on contracts and Facilities Management projects. The Board will receive several informational items, including the Lift for Life Academy fall 2010 newsletter, an overview of Dr. Martin Luther King Jr. celebration events and President Kenneth W. Dobbins assuming the chair of the American Association of State Colleges and Universities (AASCU) Board of Directors; and a letter from a Regents Scholarship recipient.

The Board will consider a motion to go into a closed session for appropriate considerations. When the open session reconvenes, the final item of business will be consideration of a motion to adjourn.
