Dr. Victor R. Wilburn earned his bachelor of science degree at Tennessee State University in Agricultural Economics and Rural Sociology, his master of science at the University of Tennessee, Knoxville in Rural Development, and Ph.D. at the University of Tennessee in Child Development.
