Valued Partnership With Public School Districts
From its early history as a teachers college to present day, Southeast Missouri State University has valued the relationship and responsibility of providing a quality training program for educators in the university’s service region. This valued partnership between public schools and the university can be observed in student teaching programs, graduate internships, alternative certification, the Regional Professional Development Center, Southeast Missouri Superintendents Association, Southeast Missouri Elementary Principals Association, Southeast Missouri Secondary Principals Association, Southeast Missouri Counselors Association, Department of Elementary and Secondary Education, Missouri State Teachers Association and Missouri National Education Association.
In August 2003, new rules were implemented regarding teacher certification renewal. These rules replace the Professional Certificate 1 (PC1) and Professional Certificate 2 (PC2) with a certificate for four years that requires two years of district mentoring, participation in a teacher assistance program and 30 contact hours of professional development using the No Child Left Behind Act. They also replace the Continuous Professional Certificate with an ongoing Career Continuous Professional Certificate, which requires annual completion of 15 contact hours of professional development unless the teacher meets two of the following: ten years of teaching experience, Master’s degree or higher or passes a national certification assessment. (One contact hour equals 60 minutes. One hour college credit equals at least fifteen contact hours.)
Beginning in spring 2004, Southeast began providing educators in the service region the opportunity to enroll in professional development programs that qualify for graduate credit at one-half the standard cost per graduate hour. Participants could complete up to 12 graduate hours in approved professional development programs scheduled by the Southeast Regional Professional Development Center (RPDC) and/or local school districts.
In the spring 2005, Southeast began providing an expanded program with greater savings.

A student could save approximately $10,349 dollars for the Masters and Specialist Degrees when compared to the cost of degrees from other universities.
Graduate credit hours may be applied toward the Master’s degrees in Elementary and Secondary School Administration, Secondary Education, Elementary Education, Exceptional Child, as well as the Specialist Degree in Educational Administration. Similar program arrangements are pending approval for the Master’s programs in Elementary Education and Exceptional Child Education
Students selecting professional development/graduate credit hours for a degree must submit an application for admission to the Graduate School and contact their advisors to develop an Initial Study Plan and apply for Candidacy.
